Human Services Programs of Carroll County, Inc. is THE Community Action Agency for Carroll County, Maryland. Our mission is to give HOPE, inspire CHANGE, and provide OPPORTUNITY by mobilizing our community in the fight against poverty.   HSP achieves this mission through three core program areas: Shelter, Housing and Economic Mobility (security deposit assistance, eviction prevention, free tax preparation and employment services), Home Energy Program (utilities assistance with electric, as well as heating and oil), and Family Support Program (child health and development services and adult education and parenting services).
