Human Services Programs of Carroll County, Inc. (HSP) Appoints New CEO


Human Services Programs of Carroll County, Inc. (HSP) today announced the appointment of Jennifer “Jenny” Graybill as the organization’s new Chief Executive Officer. Graybill recently celebrated her 21st anniversary with HSP and has long overseen the homeless entry point for Carroll County, including three emergency shelters, multiple housing programs, Opportunity WORKS, and HSP’s Volunteer Income Tax Assistance (VITA) site. 

HSP’s previous Executive Officer, Scott Yard, departed the organization in February after nearly a decade with the agency to join Carroll County Department of Social Services. Following his departure, the HSP Board of Directors selected Graybill to lead the organization into its next chapter. 

“Jenny is a strong and compelling match for this role, especially given her experience and unwavering dedication to our organization,” said HSP Board President Lisa Goretsas. “Over the years, she has served HSP in many capacities, gaining a deep understanding of our programs, our staff, and the community we serve. We’re excited to see how her vision and leadership will continue to shape HSP’s future, and we’re confident she will guide the organization toward even greater impact and success.” 

For more than two decades, Graybill has developed and implemented life-changing programs that provide opportunity and stability for individuals and families in need throughout Carroll County. Prior to joining HSP, she worked in both local and state correctional institutions and directed Carroll County’s work program for recipients of Temporary Cash Assistance and Food Stamp benefits. 

“I am beyond humbled, honored, and excited to lead this organization,” said Graybill. “HSP is my heart and my home. We already have an incredible team with amazing staff who are dedicated to giving a voice to those without one and ensuring those who are often overlooked are seen and supported. I am so thankful that together we get to change the world.” 

Founded in 1972, Human Services Programs of Carroll County, Inc. works to eliminate homelessness and empower individuals and families to achieve stability and independence through shelter, housing, workforce development, energy assistance and family support services.
