The Arc Carroll County is looking for a Director of Finance. The Director of Finance is a key leadership role responsible for overseeing and optimizing the financial operations of The Arc. This position manages a diverse portfolio including accounting, budgeting, financial planning, grant reporting, investments, internal auditing, and compliance. Reporting to the Executive Director, the Finance Director plays a crucial role in ensuring The Arc's fiscal health and supporting its strategic objectives.

  • Prepare Financial Statements.
  • Analyze profitability of departments and grants. 
  • Monitor compliance with usage of funded support hours, transportation, and activity costs – bi-monthly, or as requested.
  • Prepare Sales & Use Tax returns for Arc and SE vending.
  • Prepare 1099s and 1096s.
  • Prepare Budget – annually, March thru April.
  • Supervise payroll processing.
  • Paylocity – coordinate support: custom calculations, changes in payroll policies, errors in rate processing, benefits, leave, report writing, special projects – as needed.
  • Manage annual audit by outside accounting firm – Fall.
  • Coordinate and assist with maintenance of computer hardware, software, and printers, collaborating with IT consultants and software providers for service matters. Follow up on services provided to ensure satisfactory completion.

Developmental Disabilities Administration (DDA):

  • Review all Grant/Fee Payment System (FPS) documentation for new client funding, changes in funding sources, increases or decreases in funding, as received
  • Bill for Supplemental Services – transportation (using MTA data, above, and expense reimbursements), respite, nursing.
  • Bill for Community Supports Waiver Services – transportation, respite.
  • Bill for Behavioral Supports.
  • Bill Supported Living.
  • Bill Shared Living – stand-alone respite.
  • FIS and Shared Living Grants.
  • Prepare year-end Cost Report: run ledger accounts, allocate expenses, reallocate depreciation, and distribute all related expenses and revenues according to Report guidelines.
  • Prepare DDA required wage surveys, verify proper spending of wage and fringe enhancement initiative funds; maintain detailed documentation of calculations for certification by independent auditor.


Exercise supervisory duties with Accountant, Junior Accountant and Accounting Associate.

Perform other duties as assigned.


Minimum Requirements to Perform Work

  • Certified Public Accountant designation.
  • Minimum of five years’ experience in accounting, preferably in a nonprofit agency or educational institution.
  • Bondable.
  • Proven successful experience with automated accounting systems and financial software.
  • Advanced proficiency in Microsoft Office suite, particularly Excel.
  • Excellent analytical, problem-solving, and decision-making skills.
  • Outstanding communication and interpersonal skills, with the ability to explain complex financial concepts to diverse audiences.
  • Clean drug screen and criminal record (The Arc provides programs, services, and direct care to vulnerable adults).

To Qualify for Employment, Selected Candidates Must:

  • Complete an online Behavioral Assessment along with application.
  • Successfully complete a criminal background check, reference check and pre-employment physical and drug screen.
  • Be able to work on site as of the first day of employment. No telecommuting option.
  • Be currently authorized to work in the US, as The Arc does not offer Visa sponsorships.
