Responsible for the operational success of HSP’s Human Resources functions.

Essential Functions:

  • Personnel

Coordinate HR policies and programs to ensure that the agency is in full compliance with applicable laws and regulations.

Evaluate, develop and implement ongoing HR policies, programs, functions and activities.

Design and keep personnel forms.

Conduct new employee orientation processing all necessary and required state and federal paperwork.

Ensure all new employees are processed for background and driver record checks.

Utilize the HRIS system to obtain, store and analyze pertinent employee data and information.

Monitor performance appraisals.  Propose, revise and edit changes as needed and approved.

Assist with employee classifications, including classifying and reclassifying positions and assisting with writing and recommending changes of job descriptions.

Conduct exit interviews.

Responsible for maintenance and organization of confidential personnel files, both current and former employees.

Propose, revise and edit agency policies and procedures as needed.  Monitor employee handbook for necessary updates and make recommendations to the CEO and CFO.

Oversees the development and implementation of HSP’s internship program, oversees and coordinates the program, assigns interns to various departments, acts as the liaison between the company and the educational institution (the student’s faculty sponsor, the school’s career center director and/or career counselors).

  • Benefits

Administer health and welfare plans including enrollments and terminations.

Process required documents through payroll and insurance providers to ensure accurate record keeping and proper deductions. 

Serve as the COBRA Administrator for Agency.

Prepare and submit all required reports

Conduct new employee orientations to ensure employees gain an understanding of benefits plans and enrollment provisions.  Counsel employees on plan provisions so that individuals can make informed benefit decisions.

Organize annual re-evaluation of benefit programs for cost effectiveness, market competitiveness and internal equity among employees.  Present recommendations to the CEO and CFO.

Manage annual open enrollment period during each contract year.  Arrange for distribution of materials from carriers, assist with, communicating changes to employees and arrange for on-site representation by providers.  Process changes within deadlines.

Approve monthly invoices from insurance providers ensuring accuracy.  Resolve discrepancies with carriers and payroll.  Forward invoices to Accounting Office for payment in a timely manner.

Resolve employee complaints related to health and welfare plans.  Refer difficult or complex questions to broker or carrier as needed.  Acts as liaison with various insurance carriers and fosters effective relationships with representatives.

Maintain compliance and understanding of Federal and State regulations relating to benefits.


Recruitment

Prepare and post position announcements with publications, web sites and in-house.

Track applications

Organize résumés received and ensure timely dissemination to appropriate supervisors.

Assist supervisors with interviews.

Assist supervisors with offers or employment and appropriate paperwork.


  • Worker’s Compensation

Administer worker’s compensation coverage for the Agency including OSHA tracking.

Maintain contact with CorpOHS representative ensuring all necessary paperwork is available and complete for employees to receive care from CorpOHS.

Ensure employees receive needed and required medical attention and all follow-up care as needed or required.

Responsible for notifying broker of all claims or potential claims within 24 hours.

Assists with safety efforts and risk management for the agency. 


Other Duties

Maintain agency organization charts.

Monitor unemployment claims and assist with appeals.

Provide public information appropriately and under privacy laws such as employment and salary verification for financial institutions or federal housing programs ensuring appropriate employee signatures prior to releasing any and all information.

Conduct annual employee satisfaction survey

Oversee and coordinate conference or other training/event registrations

Backup for payroll processing as needed.


Knowledge, Skills and Abilities: Candidates for this position must possess the following: effective skills to accomplish the program goals and objectives; effective interpersonal, team building,  communication and organizational skills; ability to take initiative, be self-motivating and creative with minimal direction, ability to work independently and also as part of a team, ability to manage multiple tasks, projects, and priorities simultaneously with flexibility and composure, effective writing skills, planning and evaluation skills.  Knowledge of budgeting, fund-accounting and extensive knowledge of personnel practices.  Experience in human services’ programs and practices, knowledge of community resources.  Knowledge of computer operations is required.  Must be positive, cooperative and supportive.

Educational Requirements: Candidates for this position are required to have a Bachelor’s degree from an accredited institution of higher learning. Candidates for this position are required to have three (3) years of paid experience in an equivalent position. PHR/SPHR or SHRM-CP preferred.

Supervisory Responsibilities: Strong supervisory experience is required for staff, interns and/or volunteers

Work Environment: This position has contact with all levels of personnel within the organization, consumers, vendors, and other agencies.  Typical office setting. Sedentary.

Position Type/Expected Hours of Work: Full Time (40 hours/week). Normal office hours.

Travel Requirements: Travel to meetings/trainings may be required.

Annual Pay Range: $60,000 - $65,000 

FLSA Status: Non-Exempt
